APPLETON, WI (WTAQ-WLUK) — After hours of public input and debate, the Outagamie County Board of Supervisors voted 21-8 to verbally censure, or express formal disapproval of, one of its members.
Tuesday night’s vote comes after Outagamie County Board member Timothy Hermes allegedly made transphobic comments during a presentation by Equity, Diversity and Inclusion Officer Major Cooper last month.
In its resolution to censure Hermes, board members stated,
The Board recognizes that each individual board member has a right under the First Amendment to freely express their own personal ideals and beliefs so long as those ideals are expressed in an appropriate time, place and manner. […] While Supervisor Hermes has his right to utter protected free speech under the First Amendment, the Board has its own right to collectively make a statement establishing their opinion on the comments and behavior of its members.

During Tuesday’s meeting, dozens of people spoke during the public input session, which had originally only been planned for 15 minutes. That session was extended to allow those wishing to speak their chance to do so.
