GREEN BAY, WI (WTAQ-WLUK) — Douglas Proehl, the suspect in a fatal drunken driving crash, was issued a citation for refusing to take a test for intoxication. Criminal charges have not been filed, but he may appear in court on Tuesday.
Meanwhile, family have identified the victims of Friday’s crash as Chloe Bishop, 17, who died, and her father, Danny Bishop, 45, who was injured.
The crash happened Friday afternoon at the corner of Lombardi Avenue and Holmgren Way. Proehl allegedly ran a red light, striking the Bishops’ vehicle.
Police booked Proehl, 69, into the jail on a requested charge of homicide by intoxicated use of a motor vehicle. Court officials say an initial appearance is likely on Tuesday.
Court records show Ashwaubenon Public Safety issued a citation Monday to Proehl for refusing to take the test for intoxication after an arrest. That also contains a notice of intent to revoke his driver’s license.
Under Wisconsin’s “implied consent” law, you can face additional penalties — separate from any drunk driving charges — for not taking a chemical test after a crash. Authorities may still get a warrant for a blood draw, however.
Besides his arrest for Friday’s crash, Proehl has two open traffic citations for a Sept. 18, 2022, incident. One citation was for operating while intoxicated, first offense with BAC greater than .15, and a second for operating with a prohibited alcohol concentration. A March 5 status conference is scheduled.
At least three trial dates — Nov. 12, 2024, April 2, 2025, and Aug. 19, 2025 — have been scheduled and canceled in those cases.
