MANITOWOC, WI (WTAQ) – A second competency exam has been ordered for the suspect in a double murder.
35-year-old Karl Hess faces two counts of first-degree intentional homicide for allegedly killing Richard Miller and his daughter, Jocelyn, during a burglary at the Millers’ home on September 7.
Hess has pleaded not guilty by reason of mental disease or defect and prosecutors did not challenge the findings of the first report.
Court records show that the defense will pursue its own expert for evaluation, suggesting the report did not support the defense’s so-called insanity plea.
Hess would be committed for psychiatric treatment instead of being sentenced to prison if found mentally not responsible for the crimes
At a September 9 hearing, the results of the second psychiatric review will be discussed.
According to the criminal complaint, Hess told police he needed money and believed that Miller had cash in his home.
