OSHKOSH, WI (WTAQ-WLUK) — A man is in custody after an hours-long standoff with police that triggered a shelter-in-place order for residents in the area.
On Wednesday afternoon, Oshkosh Police Department officers spoke with a 44-year-old Oshkosh man who, while on the phone, made threats to harm law enforcement.
Shortly after 2:30 p.m., the man went to a residence in the 100 block of N. Eagle Street and used a gun to fire one round at the front door of the home. The resident of this home is a person known to the man, police said. No one was injured, but the man threatened to harm the resident of the home and other people known to him.
Then, the suspect drove to his residence in the 1200 block of Armory Place. Because police knew he had a firearm in his possession, residents in the area were ordered to shelter in place and everyone else was instructed to avoid the area until the incident was resolved.
Members of OPD’s drone, SWAT and crisis negotiations teams, as well as some members of the Winnebago County Sheriff’s Office’s SWAT team, responded to the scene. Negotiators and OPD’s behavioral health officer made contact with the man and, over the course of several hours, tried to de-escalate the situation and bring it to a peaceful resolution.
When negotiations began to deteriorate, law enforcement made the decision to deploy chemical munitions into the home. The man came out of the residence and surrendered peacefully. He was arrested for intentionally pointing a firearm at a law enforcement officer, first-degree recklessly endangering safety, disorderly conduct and threats to law enforcement officers.
A loaded handgun was recovered during a search warrant conducted at the home.
