ASHWAUBENON, WI (WTAQ-WLUK) — On Thursday, the Village of Ashwaubenon’s Public Works and Protection Committee took another look at its loitering code.
Staff worked with Public Safety to draft a revised version of the ordinance. It concentrates on specific conduct affecting public safety and accessibility, particularly in public rights-of-way and transit areas.
Key elements added or clarified include:
- Clear definitions of “loitering” and “public place.
- A focus on conduct that obstructs pedestrian, vehicle, or transit access.
- A process for officers to order individuals to move along before enforcement.
- Specific provisions related to transit stop interference.
- Removal of school-ground language already covered in state trespass laws.
In the agenda for Thursday’s meeting, the following explanation was provided:
The Village’s existing loitering code reflects older statutory models and includes subjective standards that are difficult to apply consistently. Several parts of the current ordinance also overlap with other state statutes or local provisions already used by law enforcement.
The committee ultimately decided to advance the measure to the full village board. The next board meeting is April 28.
