GREEN BAY, WI (WTAQ-WLUK) — The city of Green Bay has a proposal for what to do with three elementary schools that have either closed or will be closing, including turning two of them into housing.
The city is proposing the Green Bay Area Public School District provide it with a 9-month planning option for Elmore and Tank Elementary Schools to try to turn the buildings into housing, according to online documents.
“This will allow the City to work jointly with the School District to secure a developer interested in converting these schools to residential,” writes Dan Ditscheit, the City of Green Bay director of parks, recreation and forestry in a letter to the district. “This would be a great joint venture opportunity for both organizations.”
Tank closed after the ’23-’24 school year as part of the district’s efforts to consolidate underutilized buildings. Elmore will close after the ’25-’26 school year.
The proposal also includes the city swapping 9.72 acres of property with the school district for 9.35 acres of land it owns.
Ditscheit’s letter states the city and district have been discussing the property trades to “clear up the vast majority of the property conflicts we have had throughout the years.”
The proposal includes the district deeding the property MacArthur Elementary School sits on to the city. The district would be responsible for removal and all costs association with demolition of the school, which is set to close at the end of the ’25-’26 school year.
In the land swap, the city would deed property to the school district at Beaumont Park/School, Chappell Park/School, Fort Howard Park/Jefferson Head Start Learning Center, Nicolet Park/School and Sullivan Park/School.
In addition to the MacArthur School property, the school district would deed a strip of vacant property to the city at Keller School, which closed after the ’23-’24 school year.
The city would also receive 2.5 acres of vacant land at Wilder Park/School in the swap.
The city’s parks committee is scheduled to potentially vote on the proposal at its meeting on Wednesday.
