MANITOWOC, WI (WTAQ-WLUK) — After Jesse Vang’s attorney asked for a revised criminal complaint, prosecutors filed more detailed charges against the man who reported Elijah Vue missing.
Vang was watching Vue, 3, and reported him missing on Feb. 20. Vue has not been found. Vue’s mother, Katrina Baur, had placed Vue with Vang to take care of him.
Both Vang and Baur face charges of being party to child neglect. Vang has a preliminary hearing Thursday, while Baur has an arraignment Friday.
Vang’s attorney filed a motion earlier this week, asking for the criminal complaint to be dismissed or revised, saying it wasn’t specific enough for Vang to defend himself against the charges.
Late Tuesday, a longer information was filed by Manitowoc County prosecutors. The first nine paragraphs of the new complaint are substantially similar to the first complaint. The new one adds four more paragraphs of details.
The additional information adds details of a Feb. 13-14 meeting between Vang and Baur. A photo from that time of Vue shows him with bruising on his face and arm.
A Feb. 15 photo of Vue shows him “standing in corner in diaper only, hands appear to be in praying position, and the diaper looks full. It appears to have been taken at Jesse Vang’s apartment,” the complaint states.
A text exchange between Vang and Baur is also cited:
On February 18, 2024 at approximately 4:36 AM Jesse Vang messages Katrina Baur ” I told you to trust me.. I’m a make sure he hates me and being here”. She responded ” Don’t want him to *hate* YOU. Just fear you”. Jesse responds “It’s ok. Some one had to be the bad person.” Katrina messaged ” I know but either way at he can fear you and respect you.” Jesse messaged “He did fear me..but he didn’t respect me..now I’m making him respect me.”
Two Rivers police said Monday that a blanket found “earlier in the investigation” was confirmed to belong to the boy. It was found 3.7 miles from where he was last reported to have been seen.
