GREEN BAY, WI (WTAQ-WLUK) – A competency exam was ordered Friday for a Green Bay Correctional Institution inmate accused of killing another inmate, resulting in his trial being postponed.
Joshua Scolman is charged with first-degree intentional homicide for the Oct. 21, 2022, stabbing death of Timothy Nabors. According to the criminal complaint, Scolman was targeting another inmate with whom he had a dispute but ended up killing Nabors, who tried to break up the fight. Scolman also faces an attempted homicide charge for the targeted inmate.
Competency refers to a suspect’s ability to understand the court proceedings and assist in his own defense. Scolman’s attorney filed a letter last month raising the issue. Judge Donald Zuidmulder granted the psychiatric evaluation Friday, court records show.
Scolman is scheduled to be in prison until 2058 as a result of a conviction for a drunken driving crash that killed three people in Milwaukee County in 2007.
