APPLETON, WI (WTAQ-WLUK) — John Carter was sentenced to 25 years in prison for the 2000 sexual assault of a teenager abducted at the Fox River Mall.
Carter, 54, previously pleaded no contest to kidnapping and first-degree sexual assault. Charges in the case were filed in 2021 through DNA evidence discovered in another case.
Besides the prison term, Carter was placed on extended supervision for 15 years at Friday’s sentencing by Judge Emily Lonergan, court records show.
Officers responded to a kidnapping and sexual assault that occurred near the Fox River Mall. Through investigation, officers learned that the suspect had observed the 16-year-old girl, inside Younkers while she was working at the store. Unbeknownst to the victim, the suspect waited outside for her to leave the store at the end of her shift. As the teen walked to her vehicle in the parking lot, she was confronted by the suspect. The suspect displayed a handgun and told her to get into her vehicle and move to the passenger seat. The suspect then got in the vehicle and drove it to a nearby location where he sexually assaulted her. After the assault, the suspect ran away and was not able to be identified.
Investigators learned that this sexual assault was linked through DNA evidence to a 1999 sexual assault which occurred in Janesville. Police then received a sample of DNA from Carter’s garbage, leading to a match, and, eventually, charges.
