MANITOWOC, WI (WTAQ-WLUK) — The U.S. Department of Homeland Security released details on a few of those arrested by immigration officials in Manitowoc County — calling six of them “some of the worst of the worst arrested” — but not offering updates on all of them or their current status.
On Thursday, officials from the U.S. Immigration and Customs Enforcement and other agencies arrested 24 people. Authorities initially put the number of arrests at 21.
“While interviewing victims — many of whom were children — of a human trafficking and drug trafficking ring, ICE identified multiple illegal aliens. In total, ICE arrested 24 illegal aliens including those convicted of sexually assaulting a child, hit and run, DUI, identity theft, and possession of narcotic equipment,” said Assistant Secretary Tricia McLaughlin. “President Trump and Secretary Noem are dismantling transnational criminal networks and putting the safety of American children FIRST.”
The release also described them as having “suspected ties to a transnational human trafficking and drug trafficking ring,” although no documentation to support that was provided.
The news release details the histories of six of them, but not the other 18.
The six people mentioned by name in the release include:
- Jose Hilario Moreno Portillo, a criminal illegal alien from Honduras, previously removed from the Unites States in August of 2020 and in May 2025 was arrested for sexual assault of a child. A preliminary hearing is scheduled for Oct. 16 in Manitowoc County court.
- Abraham Maldanado Almanza, a criminal illegal alien from Mexico, convicted of identity theft.
- Roel Francisco Monroy Orellana, a criminal illegal alien from Honduras, convicted of hit and run and four counts of traffic offense.
- Darvin Uriel Villavicencio, a criminal illegal alien from Nicaragua, convicted of disorderly conduct and two counts of traffic offense. State court records show citation cases from Manitowoc County for traffic offenses.
- Erlin Joel Villavicencio, a criminal illegal alien from Nicaragua, convicted of two counts of driving under the influence of liquor and a pending charge of failure to appear. State court records show he was convicted of a misdemeanor traffic offense in Manitowoc County in August, 2024. He has a pending misdemeanor case for failing to report to jail.
- Christian Naun Diaz-Alfaro, a criminal illegal alien from Honduras, convicted of possession of narcotic equipment and driving under the influence of liquor. State court records show a pending misdemeanor OWI case in Manitowoc County.
