TOWN OF EATON, WI (WTAQ) – Charges are being referred after multiple animals and children were found to be living in deplorable conditions at a residence in Brown County.
36-year-old Lisa Kraszewski was arrested on seven counts of mistreatment of animals causing death, 31 counts of failure to provide food or water to an animal and child neglect and resisting an officer.
The investigation discovered 31 dogs and two children were living in unsanitary conditions.
Lieutenant Kevin Pawlak of the Brown County Sheriff’s Department says initially, they were notified of a dog bite complaint after a family member went to the residence to check on a 12-year-old girl and bring her to school.
The girl was reported truant by the Denmark School District.
“Upon arrival, officers found at least seven dead farm animals under the snow.”
He says there was a barn on the property that cows and sheep were being held in and it was determined that the animals were dead for quite some time since they were frozen and covered in snow.
Lt. Pawlak says more could be located under the snow, but that will not be known until the snow melts.
That discovery launched a further investigation on the other animals in the home.
“All of their water dishes were either empty or not changed recently.”
Pawlak says a few of the dogs were kept outside and all of the food bowls were empty and water dishes had frozen water.
“There were feces and urine in every room,” Pawlak said. “Officers noticed the smell from outside the house.”
Officers were able to make contact with Kraszewski.
“She was not terribly happy of our presence,” Pawlak said. “Taking her into custody she did resist and obstruct.”
The Brown County Health Department and Child Protective Services were at the residence Thursday.
29 of the dogs have been taken to be tested for rabies since the man was not able to identify which dog bit him.
“The children are in a safe location and the dogs are in a safe location.”
The Health Department condemned the house on Thursday.
