GREEN BAY, WI (WTAQ) – Green Bay Police confirming the bicyclist in a hit and run earlier this week has died.
47 year old Russell Owens was hit by a vehicle on the corner of Oakland and Walnut Street Sunday.
The driver of the vehicle, 29 year old Barry Watters, already faces six counts, including hit & run causing great bodily harm, using a vehicle while on a controlled substance causing great bodily harm, and eluding an officer.
“We have added a charge of homicide by intoxicated use of a vehicle” Shawano Police Captain Kevin Warych said.
The passenger of the vehicle, Ramon Novoa, is charged with a misdemeanor for not aiding Owens or reporting the incident.
Watters later turned himself into police.
Watters was also cited for refusing to take an intoxication test after his arrest.
While making an appearance in Brown County Court Tuesday, Watters was ordered held on $100 thousand cash bond.
