GREEN BAY, WI (WTAQ-WLUK) – Brown County received five proposals to develop the former Pulliam Power Plant into a possible future home for the coal piles currently downtown.
C. Reiss Coal Company operates a coal dock on the west bank of the Fox River, just south of Mason Street. Green Bay and Brown County leaders have been working for years to find another location for those operations to free that site up for re-development – and purchased the former power plant at the mouth of the river to do so.
The county put out a request for engineering consulting firms to describe what would be needed to get the 27-acre site ready for the work that would need to be done. The county hopes that having a plan in place will help it secure state and/or grant funding to help pay for the move, which could cost $25 million.
Among the work the county’s project description anticipated needing to be done included: “An old boat slip will be filled as will the near shore areas between the bay of Green Bay/Fox River and the bulkhead lines. Sheet piles will be installed along the Fox River bulkhead lines and a portion of the Bay bulkhead lines. Dock walls will be constructed at the bulkheads to accommodate ships up to 850 feet in length. Dredging will be required to match the shipping channel depth to the dockwall to accommodate fully loaded freighters. Other aspects of the project include placement of mooring bollards, construction of crane pads, and installation of a rail spur. The number and location of bollards and crane pads will depend on final site usage.
The deadline for the proposals was 3 p.m. Monday. The proposals from these five entities have not yet been reviewed for compliance with requirements of the RFP, according to deputy executive Jeff Flynt.
The redevelopment project will be put out for bids once on-site environmental investigations and final engineering have been completed. The county hopes to award a contract by March 18, according to the project document.
There is no set timeline for the possible move of the coal piles.
