OSHKOSH, WI (WTAQ) – The city of Oshkosh is set to welcome a new City Clerk as it heads into 2022.
Jessi Balcom has been selected to oversee the city clerk’s office. Balcom has been a Management Analyst in the City’s Utility Division since July 2019. Prior to that, Balcom was the Village Administrator for the Village of Slinger for 6 years, and was previously with the Village of Elm Grove as a Zoning and Planning Administrator. Overall, Balcom has over 15 years of municipal experience in various roles. She earned her Bachelor’s Degree in Public Administration and Policy Analysis from the University of Wisconsin – Stevens Point and also holds a Master’s Degree in Public Administration from the University of Kansas.
“I’m excited about the diversity of things that go on in the clerk’s department…The city clerk obviously has a lot of very important responsibilities, and I think that having seen different communities and experiences and opportunities and things that I’ve faced will bring me something to draw from,” Balcom said. “There’s just a lot of really important things for the community that come through this office, and just being a part of that and helping the community function well and trying to improve the life of people in a small way every day.”
In her new position, Balcom will oversee the City Clerk’s Office, which is responsible for elections, the issuance of city licenses, and maintaining legislative records for the Oshkosh Common Council.
“It’s great to be building upon something that’s working so well now,” Balcom told WTAQ News. “The clerk’s department has operated really well for so long, and I’m hoping it’s an opportunity to improve things that are brought to my attention and move things forward. The world changes every day.
Balcom will begin her duties as City Clerk on January 4th. She will be replacing current City Clerk Pamela Ubrig, who retires on January 3, 2022 after 41 years of service with the city.
