GREEN BAY, WI (WTAQ-WLUK) – A competency exam was ordered Friday for the suspect in a double murder.
Oscar Lemus-Franco, 29, faces two counts of first-degree intentional homicide for the Sept. 28 incident at a residence on Clement Street. Gerson Alvarez-Franco and Jaime Lemus, both relatives of Lemus-Franco, were shot and killed.
The competency issue relates to Lemus-Franco’s ability to understand the proceedings and assist in his own defense, at a hearing Friday. Defense attorney Shannon Viel said due to his client’s mental state, he is unable to have meaningful discussions with Lemus-Franco.
Results of the psychiatric exam will be discussed at a Dec. 18 hearing.
Lemus-Franco’s sister told police he “has been acting strangely for about a year and that he speaks to god who tells him to kill people,” the complaint states.
Lemus-Franco also faces charges for allegedly stabbing a police officer in the face following his arrest. He remains in custody on a $1 million cash bond.
