GREEN BAY, WI (WTAQ-WLUK) – A month after two people were killed in Green Bay, Oscar Lemus-Franco was charged Wednesday with two counts of first-degree intentional homicide.
Lemus-Franco, 28, made an initial appearance Wednesday in court, where a $1 million bond was set. He returns to court Nov. 13 for a balance of initial appearance.
Lemus-Franco had previously been charged for allegedly stabbing a police officer in the face following a police chase and his arrest.
According to the criminal complaint, police responded to a residence on Clement Street on Sept. 28. There, the bodies of Gerson V. Alvarez-Franco, 37, and Jaime A. Lemus, 30, were found. One had been shot four times, the other twice. The victims’ names are not listed in the complaint, but police have said they were related to Lemus-Franco.
A neighbor said he had heard arguing before the shooting but no details about motive are given in the complaint.
Lemus-Franco’s sister told police he “has been acting strangely for about a year and that he speaks to a god who tells him to kill people,” the complaint states.
The complaint does not include any comments from Lemus-Franco.
An online fundraiser has been established to assist with funeral expenses for the victims.
