BROWN COUNTY, WI (WTAQ-WLUK) – Five people learned their sentences in a distribution ring that brought methamphetamine from California to Northeast Wisconsin.
Tou Lee Xiong, 45, of California, Blia Lor, 38, of Appleton, Cher Yang, 31, of Milwaukee and Gwen Biersteker, 41, of Seymour, plead guilty to conspiracy to distribute meth, while Meng Xiong, 43, of California, pleaded guilty to possession with intent to deliver meth.
Investigators say between October 2016 to November 2018, the group distributed more than 100 pounds of meth using car couriers or postal shipments.
According to court documents, Tou Lee Xiong, who was a prisoner in California, used contraband phones to orchestrate shipments from sources in California. Biersteker and Lor acted as points of contact for local distribution in the Fox Valley and Green Bay areas. Yang provided the funding and transported meth from Milwaukee to the Appleton area and Meng Xiong traveled from California and was caught by law enforcement with multiple pounds of meth and two handguns, prosecutors say.
The following sentences were handed down:
- Tou Lee Xiong: 20 years in prison, five years of supervised release
- Blia Lor: 9.5 years in prison, five years of supervised release
- Cher Yang: Five years in prison, 10 years of supervised release
- Gwen Biersteker: Five years in prison, five years of supervised release
- Meng Xiong: 10 years in prison, five years of supervised release
