APPLETON, WI (WTAQ-WLUK) -Appleton Police have released initial numbers for the departments annual Use of Force Review and Analysis.
Officials say the policy for the department is that officers shall use only the amount of force that is reasonably necessary to achieve a lawful objective.
The official 2019 Use of Force Review and Analysis document is still being completed, but officials did release some numbers Thursday.
There were 66 uses of force on an individual that directly involved a total of 89 officers
No single officer had more than five (5) uses of force in 2019
48 uses of force were on adults while 17 were on juveniles
39 subjects claimed no injury directly related to the use of force
19 subjects had a visible injury (16 of which were listed as abrasions) directly related to the use of force
Six (6) subjects claimed injury directly related to the use of force
83% (55 of 66) sought no medical treatment related to the use of force
Only one (1) subject was admitted to the hospital due to a broken bone
One (1) suspect died as a result of a deadly force situation
The majority of pre-assault indicators seen were ignoring officers directives (45), clinching hands/teeth (22), and illogical responses (19) due to impairment or mental health issues
Subjects involved were described as five (5) displaying passive resistance, 45 displaying active resistance, 15 displaying assaultive behavior, and 1 with deadly force behavior
The 2019 Use of Force Review and Analysis document is scheduled to be released by the end of June. The department also plans to include a complete 10-year analysis.
