GREEN BAY, WI (WTAQ-WLUK) — A drug dealer who was afraid of being harmed by the cartels was arrested after police found over a dozen homemade bombs, as well as drugs and weapons, at his Green Bay home, according to a criminal complaint filed Thursday.
Kenneth Seay, 31, faces 13 counts of possession of improvised explosives, four drug possession counts and one count of maintaining a drug trafficking place.
The complaint says police learned Seay would be receiving a pound of meth through the mail at his 16th Avenue home. The U.S. Postal Service seized the package and turned it over to police. The contents tested positive for methamphetamine and cocaine.
Police executed a search warrant at the home Tuesday. Inside, they found more than a dozen improvised explosive devices:
- Device 1: Container with nails inside, hobby fuse and another container within the original container. Suspected energetic material inside and fragmentation.
- Device 2: showed a cylinder tube with hobby fuse in the center and a clear powder line within the tube. Suspected energetic material inside.
- Device 3: Exhibit 1. Tested, see above.
- Device 4: Bottle covered in black tape with hobby fuse in the cap and matches on the outside. Suspected energetic material inside.
- Device 5: Cardboard tube with black tape and hobby fuse inserted on one end. Suspected energetic material inside.
- Device 6: Hard metal like tube that had hobby fuse inserted on one end with the writing “Boomstick” on it. Suspected energetic material and fragmentation inside.
- Device 7: Clear bottle filled with match heads and an improvised match head fuse inserted on the top cap. Suspected energetic material inside.
- Device 8: Cylinder tube with “TNT” written on it and an inserted hobby fuse on the end. Suspected energetic material inside.
- Device 9: Metal container with hobby fuse inserted into the top. Suspected energetic material inside.
- Device 10; Hard metal like with a hobby fuse inserted in one end. Suspected energetic material and fragmentation inside.
- Device 11: Cylinder tub wrapped in black tap with hobby fuse inserted in one end. Suspected energetic material inside.
- Device 12: Small puck like container wrapped in black tape with a white “X” written on it. Hobby fuse inserted. Suspected energetic material inside
- Device 13: Small pill bottle like container wrapped in red tape with a black “X” written on it. Hobby fuse inserted. Suspected energetic material inside.
“Based on the work shop and numerous cut items within the garage, these improvised explosive devices were made over a period of time. Exhibit 1 (PVC Pipe) was a destructive device that was capable of causing bodily harm and or damage to property. This device was improvised and not commercially sold,” the complaint states. “I believe all 13 devices to be hazardous and capable of causing bodily harm and/or cause property damage.”
In addition to those devices, police found a dozen weapons and ammunition stores, including homemade pistols.
Based on comments from a witness and Seay, police allege Seay “possessed the manufactured and homemade weapons, body armor and explosives for protection while he conducted his illegal drug distribution. Investigators learned he was afraid of being harmed by members of drug cartels.”
