MILWAUKEE, WI (WTAQ-WLUK) — The man charged in the death of Elijah Vue has filed a federal lawsuit against the Manitowoc County Jail.
Jesse Vang, who has been behind bars for 21 months, alleged civil rights violations in the suit filed Monday. He handwrote the lawsuit from jail, including inmate disciplinary reports filed about him and grievances he submitted following the reports.
Vang claimed jail staff is harassing and targeting him. Jail staff has reported that Vang has possessed contraband and not worn his uniform properly.
Vang also said the jail should have an audio and video recording system or require staff to wear body cameras. Jail staff responded in the reports saying Vang has broken jail rules and his multiple grievances are unfounded.
Manitowoc County has not filed a response to the lawsuit.
It was back in February 2024 when Vang said three-year-old Vue went missing from his Two Rivers apartment. Vang is the boyfriend of Vue’s mother, Katrina Baur. Prosecutors say Baur sent her son to live with Vang for “disciplinary reasons.”
Months later, on Sept. 7, a man preparing his land for hunting season found human remains on private property near the entrance of Camp Manitou, a Girl Scout camp. Those remains were positively identified as Vue’s.
Vang faces four charges: physical abuse of a child – repeated acts causing death, hiding a corpse, obstructing an officer and chronic neglect of a child. His next court date is a status conference Jan. 8.
Baur also faces four charges, including chronic neglect of a child – consequence is death and neglecting a child.
