OSHKOSH, WI (WTAQ-WLUK) – Jumal Lipscomb pleaded not guilty Friday to charges he killed another inmate at a state prison mental health facility.
Lipscomb, 41, is charged with first-degree intentional homicide for the May 21 attack at the Wisconsin Resource Center. Lipscomb allegedly kicked and stomped on the victim’s head 40 times. The victim’s name has not been released.
No trial date was set. Lipscomb returns to court Dec. 19 for a status conference.
The WRC is a mental health services facility for state prison residents. It is managed by the Department of Health Services in partnership with the Department of Corrections.
According to the criminal complaint, Lipscomb attacked the victim in the WRC courtyard at about 2:30 p.m. The attack “lasted a bit over two minutes before being interrupted by staff.”
The two men were sitting alone at a picnic table in the courtyard. The complaint describes what happened next, using the term “V1” for the victim.
“Lipscomb then abruptly got up and went behind V1, putting V1 in a headlock, appearing to strangle him, and taking V1 to the ground. V1 was eventually able to get away from Lipscomb and began running up a ramp towards the door. V1 stumbled on the ramp and fell to the concrete ground near the door. Lipscomb then began punching V1 in the head, approximately seven times. Lipscomb then kicked V1 repeatedly in the head, while Lipscomb was standing and V1 was laying on the ground. V1 appeared to lose consciousness fairly early in the attack. After approximately 18 kicks or stomps to V1’s head, Lipscomb reached down and appeared to possibly check on or near V1’s neck for a pulse. Lipscomb then continued to kick and stomp on V1’s head. Det. D. Artus reports that there appeared to be a total of approximately 40 kicks or stomps,” the complaint states.
An employee heard Lipscomb say the victim was plotting against him. Lipscomb also said he was off his meds and was sleep deprived.
Other inmates told police they were unaware of any conflict between the two which may have prompted the attack.
“Multiple inmates said that Lipscomb had been acting strangely the day of the incident. One inmate stated that Lipscomb had been approaching other inmates, talking about religion. Another inmate opined that Lipscomb’s mental health had declined over the preceding week. The same inmate stated that Lipscomb had been giving away some items in the days leading up to the incident and that Lipscomb had shaved his own head. Another inmate said that Lipscomb had been talking a lot more than normal,” the complaint says.
The attack was on May 21, putting the victim in a coma. He died June 10.
Court records show Lipscomb was sentenced to 12 years in prison in 2018 for a robbery case in Waukesha County.
