GREEN BAY, WI (WTAQ-WLUK) – Green Bay Correctional Institution inmate and murder victim Micah Laureano’s hands were not bound, contrary to previous reports, according to a court document.
GBCI inmate Jackson Vogel is charged with first-degree intentional homicide for Laureano’s Aug. 27 death at the Allouez prison. The charges include hate crime enhancers, as Vogel allegedly targeted Laureano due to his race and sexual preference.
Originally, the criminal complaint alleged Laureano’s body was found “hanging from the top bunk with his hands and ankles tied together with orange fabric material.”
However, the amended criminal complaint filed Thursday changes the description.
“Sgt. Raska reports that he also obtained evidence from GBCI believed to depict the body worn camera of RM. Sgt. Raska observed that as Vogel is removed from the cell he occupied with VICTIM, Vogel states, “He is already dead. I killed him.” Sgt. Raska observed VICTIM hanging by his neck, however VICTIM’s hands were not bound contrary to what had been indicated in prior reports,” the new complaint states.
Vogel is scheduled to return to court Oct. 3 for a preliminary hearing.
Phyllis Laureano, Micah’s mother, said she is looking into filing a wrongful death civil rights lawsuit, contending Micah should not have been placed in the same cell as Vogel.
Laureano had 18 months left on a 3-year sentence for crimes in Waukesha and Columbia counties that include robbery use of force, first-degree recklessly endangering safety and substantial battery. Vogel is serving a 20-year sentence for trying to kill his mother in Two Rivers when he was 16.
