KEWAUNEE COUNTY, WI (WTAQ-WLUK) — The owner of a Kewaunee County dairy farm has been fined $225,000 for manure runoff.
Wisconsin Attorney General Josh Kaul says Johannes Wakker, owner of Wakker Dairy, violated several provisions of his wastewater discharge permit between November 2017 and April 2020.
According to the complaint, there were 20 occasions in which manure ran off the application site or drained into waterways. Wakker was also accused of failing to minimize or prevent adverse impacts of discharges, letting manure pond on the application site, spreading manure in an area that could concentrate it into a flow channel, letting manure migrate from one field to another, spreading manure near a conduit to a navigable waterway and failing to submit a report to the Department of Natural Resources describing what led to a manure discharge in a timely manner.
The complaint also says Wakker did not submit a nutrient management plan to the DNR identifying sensitive areas where the farm planned to spread manure.
The state Legislature’s Joint Finance Committee approved the settlement on April 13.
