GREEN BAY, WI (WTAQ-WLUK) — A woman who allegedly hanged two dogs from trees at a park-and-ride is competent to stand trial, a judge ruled Monday.
Pamela McNeill, 56, faces two counts of mistreatment of animals causing death for the Feb. 14 incident in Howard.
The ruling means McNeill understands the court proceedings and can assist in her defense. The next hearing scheduled in the case is a balance of initial appearance Tuesday.
The ruling does not address her mental state at the time of the allegations. That issue could be raised at a later stage of the case.
McNeill admitted to the actions, saying the Pomeranians were misbehaving.
““(The officer) then pointed out to Pamela that she had a dog the last time Police talked to her and inquired where it was. Pamela advised she killed them both and hung them in trees. She said they became vicious although later she said they had not bit or snapped at her, but just growled,” the complaint states.
If convicted, she faces up to three and a half years years in the prison system for each count.
