GREEN BAY, WI (WTAQ-WLUK) – A competency exam was ordered Monday for a woman who allegedly hanged two dogs from trees at a park & ride.
Pamela McNeill, 56, faces two counts of mistreatment of animals causing death for Feb. 14 incident in Howard.
McNeill admitted to the actions, saying the Pomeranians were misbehaving.
““(The officer) then pointed out to Pamela that she had a dog the last time Police talked to her and inquired where it was. Pamela advised she killed them both and hung them in trees. She said they became vicious although later she said they had not bit or snapped at her, but just growled,” the complaint states.
The court commissioner suggested the competency review after McNeill’s initial court appearance.
The competency review will determine if McNeill understands the court activity and can assist in her own defense.
If convicted, she faces up to 3 years, 6 months in the prison system for each count.
