APPLETON, WI (WTAQ) – A 19-year-old Appleton man will spend ten months in jail for stalking and kidnapping a girl.
Toua Chang physically forced the 17-year-old into his van as she left work one night last November.
Chang’s family helped free the girl once he brought her back to their home.
The 19-year-old will also spend five years on probation and must perform 100 hours of community service.
