MADISON, Wis. (WSAU-Milwaukee Journal Sentinel) — Records show that a supervisor at the Lincoln Hills and Copper Lake Schools received no discipline after investigators found she was unjustified in an attack on an inmate.
In October of 2015, a Copper Lake inmate refused to go to her room. Supervisor Lana Webster approached the inmate and used pepper spray to subdue her, claiming in her report that she was attacked and getting other employees to corroborate her story. Video evidence showed that the inmate only raised her hands to chest level and did not attack.
The Milwaukee Journal Sentinel reports that investigators deemed the spray as out of line, but Webster was not punished for her actions. She denied that she asked anyone to lie on a report for her, only that they include her perspective of the event.
Governor Scott Walker has called for legislation making it easier to sanction corrections staff or fire them. The facility remains under investigation by the state for management misconduct.
