MANITOWOC, WI (WTAQ) – An Appleton man is in custody in connection with the deaths of a Manitowoc father and daughter.
“Information from the release of the video led investigators to Karl M. Hess, 35-year-old from Appleton,” said Detective Jason Freiboth of the Manitowoc Police Department.
On Sept. 9, 2018, authorities found 51-year-old Richard Miller and his 19-year-old daughter, Jocelyn dead from gunshot wounds.
While not many details were released, Detective Freiboth said physical evidence and last weeks released surveillance video led them to a suspect.
“The video definitely sparked some interest that created some leads that lead us to the suspect,” Freiboth said.
“Information from the release of the video led investigators to Karl M. Hess, 35-year-old from Appleton.”
Freiboth said that Hess knew the victim Richard Miller as a friend.
“Hess was known to Richard, but he also knew who Jocelyn Miller was as well.”
He says the case took six months because the deaths were not reported right away, there were no witnesses and Hess did not live in Manitowoc.
Police believe the Miller’s were killed sometime on the night of Sept. 7.
Hess is expected in court Thursday for his bail hearing. He has not been formally charged.
