FOND DU LAC, WI (WTAQ-WLUK) – A Ripon man faces more than 30 charges after allegedly sexually assaulting multiple children and providing them with drugs.
57-year-old Terry Phelps made an initial appearance Wednesday in Fond du Lac County court, where a $500,000 cash bond was set.
According to the criminal complaint, over the course of several years, multiple children said that Phelps would spank them on their bare buttocks. He also provided marijuana to them, several said.
Phelps was friends with the father of one of the victims and then came to know the victim’s friends.
The charges include three counts of repeated sexual assault of the same child, seven counts of exposing himself to a child, three counts of physical abuse of a child causing harm, six counts of child enticement, and three counts of distributing marijuana to minors.
Phelps is scheduled to return to court May 17th for a preliminary hearing.
