Sheriff’s officials say the investigation began in February.
Eight people have so far been charged in the case:
- Thomas E. Gill, 28, of Waupaca (released on $2,000 cash bond)
- Melissa A. Cain, 26, of Waupaca (released on $500 cash bond)
- Jonathan D. Neuroth, 27, Waupaca (released on $2,500 signature bond)

A ninth person, 28-year-old Justin L. Hoefferle of Waupaca, was jailed on a probation hold and has not been formally charged in the case.

The purchases happened in Waupaca and in the King area.
More arrests are expected, the sheriff’s office says.
