BARABOO, Wis (MetroSource) A West Allis man is now charged with the shooting death of an Illinois woman on Interstate 90/94.
The criminal complaint includes statements from the brother of Zachary Hays that the 20-year-old was paranoid after smoking marijuana last Wednesday and shot at the car because it had tinted windows.
Tracy Czaczkowski was shot Sunday and died on Tuesday.
