Appleton, WI (WTAQ) – Governor Scott Walker will sign a bill this (Friday) afternoon that changes the ways that 30-thousand state government employees are hired-and-fired.
The Republican Walker will sign an overhaul of the state’s century-old civil service system during a ceremony at the Manpower Group’s office in Appleton.
It eliminates civil service exams for those applying for rank-and-file state agency jobs — it centralizes hiring in the administration department — it eliminates “bumping” rights that have protected longer-serving employees from being laid off — and it spells out violations that can result in terminations.
Republicans say it will make it easier to replace retiring baby boomers. Democrats says it will lead to more hirings as political favors, and fewer employee protections.
