GREEN BAY, WI (WTAQ) - A federal judge has ruled that Crivitiz police violated a man’s First Amendment right to free speech when they removed an American flag that was flying upside down.
It was during the 2009, 4th of July parade, which passed in front of the Vito Congine’s property.
Congine was denied a liquor license by the village board after he had already invested $180,000 to turn the property into a supper club.
Out of disgust, he flew the flag upside down.
Police say they were getting complaints about the flag. So they took it down and returned it the next day.
The ruling came down last month.
