MANITOWOC, WI (WTAQ) - Despite not having an operating permit, the S.S. Badger says it'll start its shipping season on May 6.

It's two weeks earlier than previously announced. But officials say the reason is so the S.S. Badger can transport wind tower sections to Michigan.

The coal-fired vessel dumps ash into Lake Michigan. Its permit to continue doing that expired in December.

The EPA is expected to announce a permit decision next month.
