This is disappointing.  It's now up to the State Supreme Court to stay the circuit court ruling. Realize none of this deals with the merits of the case. Ultimately the actual ruling will work it's way through the process up to the State Supreme Court. This is a matter of saying Act 10 is in place in total until that happens.

The longer a court doesn't stay the circuit court ruling the better the chances of local entities deciding it's not in place anymore. The argument by the Appeals Court that a stay "wasn't needed," is dubious, at best.
