They also show they're not serious about bipartisanshp on this issue. The notion it's just a backup plan is laughable. This is a unilateral proposal. If it's not a serious proposal, then why leak it? As tired as the cliche is, Republicans really have become Charlie Brown to the Democrats football holding Lucy. They have to stop whining about it and take their ball and go home. 

Better still, they need to start anticipating administration moves, because they're getting played like a violin right now.
