So, Judge Colas is going to take "a few weeks" to rule on Attorney General J.B. Van Hollen's request to stay enforcement of his ruling last week to strike down Act 10. I boldly, actually, easily, predict he will rule against the State. Then Van Hollen needs to move to the Appeals Court. It's already easy to see how this process could take months.
Local municipal and school district employees will begin making very loud noises demanding that their ability to negotiate on items now off the table due to Act 10 be restored. Local governments would be foolish to do this, but the longer this process drags out, the tougher it will be for them to stand strong. Result: chaos, which is exactly what Colas knew would happen.
