Various reporting from around the Mideast suggests that the United States clearly should have beefed up security at our facilities in the region for the 9/11 anniverseary. Whatever the motive for the attacks, it appears security in the region was deteriorating in advance of them.
As for libs who keep comparing this to the pre-9/11 intel; it's apples and oranges. Yes, we had intelligence that al Qaeda was planning an attack. We had nothing close to specifics; targets, date, etc. The U.S. denies any actionable knowlege. But why wouldn't you fortify consulates and embassies in the region on the anniversary of 9/11?
