It appears the cat's owner suffocated the animal before putting it in the Manitowoc River. Is killing your own pet a crime(I'm guessing method of disposal is). If they cannot prove that the animal was killed in a less than humane way, is the act of killing the cat a felony? doesn't that open a dangerous door.
