In a twisted way, Carney is right...the context really is important here. President Obama is arguing that the problem with the economy is that government is growing fast enough, thereby creating more government jobs. It is utterly surreal how they're clinging to this government manufactured middle class that no westernized country can afford any longer. Including this one.
