It's hard to argue that it isn't. In fact, you could argue that Obamacare alone makes it that big. But toss in the Arizona immigration law and affirmative action, and it appears to be slam dunk. Throw in a review of the EPA's authority to enforce the Clean Water Act, and there is an opportunity here for a huge conservative victory.
Imagine if by July first, the U.S. Supreme Court has overturned Obamacare, undone its terrible 2003 ruling on affirmative action and has allowed Arizona to enforce immigration laws already on the books. If conservatives get all these wins it defines the George W. Bush legacy and immediately elevates the estimation of his presidency (at least by conservatives). The Roberts and Alito appointments will ultimately define his presidency.
