The NRO makes two arguments here against the GOP debate format, quantity and venue. Yes, twenty-something is too many. I would argue too early and too often. How many debates does it take to know where a candidate sits on the issues?
Venue is another valid point; the NRO is right in that debates should be designed to serve the best interests of the party. I agree with the idea of letting local organizations in state's sponsor these, not the media. Yes CNN and MSNBC have an ideology driven agenda to make the Republican candidates look bad. But at the end of the day it's all about viewership. That's what turned these into reality TV. The media sponsors, and that includes Fox, felt compelled to have an "entertainment value" to these debates. That serves the media well, but not voters or the party.
