It seems that way to me. Someone had shot a nutria (river rat) and the Eagle is trying to pull it out of the water. I always believed birds functioned entirely on instinct. But this certainly gives the appearance that the Eagle learned from each pass that it couldn't lift the animal out of the water and, for want of a better term, reasoned that it needed a new approach.
