CBO: "We Can't Score Speeches"

This continues to typify the Obama administration: float and idea but not an actual proposal that the president will defend. It reminds me of a someone at a church we use to attend. At every meeting he'd say "somebody ought too..." when he thought something should be done, but HE never volunteered to do it. President Obama floats ideas that he hopes his party will turn into action.
