Kudos to the Journal Sentinel for putting the real news in the headline, and relegating the beauty pageant number of 8.2 percent to the 4th paragraph. It also deserves credit for pointing out this:

The state's report highlighted signs of "continued economic recovery" without mentioning that the state lost private-sector jobs on a seasonally adjusted basis.

Nor did the agency clarify how many of the government jobs stemmed from temporary hires for the 2010 census project.

But of course, The Doyle administration pulled out the industrial strength lipstick for this pig:

Gov. Jim Doyle issued a statement heralding the job report: "The tremendous drop in the May unemployment rate and the state's addition of tens of thousands of jobs reflects our hard work to help communities across the state recover from the national economic crisis. "

Department of Workforce Development Secretary Roberta Gassman called the report a positive sign of "continued economic recovery."

This is a lot like praising your kicker for hitting 5 field goals in the first half without pointing out you're trailing 42 to 15.
